In that time, you can write and iterate on a draft, consult relevant stakeholders. For example, customer success can help you find evidence that validates that users are having the problems you specify, or tech can help you determine what the MVP could look like. The document is the output but the value is in the consultation with the very real stakeholders behind your proposal. When it comes to the actual final distribution of the document, it shouldn't be a massive surprise to anyone receiving it (which might help you decide how long it will take).
